Despite an Eagles press release saying that Philadelphia had signed him to an offer sheet, the Titans signed LB Ryan Fowler to a four-year, $11.5 million offer sheet Monday. The deal includes $5 million guaranteed.
That's a first. Profootballtalk.com reports that the Eagles aren't upset because of a miscommunication between Fowler and Titans GM Mike Reinfeldt over the weekend. Fowler could push Stephen Tulloch to start in Tennessee.

The Titans are "keeping an eye on Justin McCareins and Mike Williams," according to the Nashville Tennessean.
McCareins is still expected to be released by the Jets. Williams would make some sense because he played for Titans offensive coordinator Norm Chow at Southern Cal, but it's uncertain when or if he'll be cut.

Scott has fallen swiftly since being considered a bright spot in Atlanta's secondary in 2004. Barber also has set a meeting with Houston.
